It should be self-evident that a soundly constructed and maintained roof is the No.1 priority, as it protects the whole of the building below it.  A few missing tiles, a badly fitted rooflight or an unsafe chimney, costing relatively little to correct, could undermine the very fabric of the building, costing tens of thousands of pounds to put right.

Also, small amounts of water infiltration can go unoticed for months, or even, years, gradually causing damage the owner may be unaware of until it is a big problem to put right.
